Well, currently, in accordance with Spanish law and legal regulations, electronic invoicing is only mandatory for suppliers to public administrations. Specifically, on January 15, 2015, a law came into force establishing the mandatory use of e-invoicing in all public sector supplier contracts.

The objective of this legislative measure? To reduce late payments in government agencies, since with a billing system like the one we implement, operations can be traced clearly and transparently, as well as recorded and control taxation and tax aspects. Law 25/2013

The law establishing electronic digital invoicing is Law 25/2013. This regulation requires a single electronic invoice model for the entire administration: the one known as E model. In turn, all government agencies, city councils, and regional governments must use it to pay their suppliers, whether they are also public entities or private companies.

With the entry into force of Law 25/2013, included in Royal Decree 1619/2021 , all invoices associated with goods or services provided to public administrations with an amount exceeding €5,000 must be issued in electronic format and through the General Entry Point for Invoices of the General State Administration (FACE). 

Therefore, and after explaining the law, it is not 100% mandatory to use companies that provide electronic invoicing services. But it will be in the long term. And not only that, but it is a necessity (as well as a great convenience) if you have business dealings with public bodies.
